Germany applies five cumulative conditions of Article 3 of Regulation (EC) No 1186/2009: 12 months of residence outside the EU, possession and use of the goods for 6 months, same intended use at the new address, actual ownership, and customs clearance within 12 months of the transfer. We prepare the inventory with invoices and purchase contracts from Brazil, because this is the evidence that the Zoll requests.

Registration of the exit of the goods from Brazilian territory, carried out by a customs broker, with issuance of the bill of lading in the name of the owner of the goods and the number of volumes shipped. One Moving hires and coordinates the customs broker and monitors the release end-to-end, for your convenience.
The Zoll requires that non-consumable goods have been used by the beneficiary for at least 6 months before the transfer, and proof is provided by invoices and purchase contracts. We prepare the inventory volume-by-volume already indicating this proof.
The habitual residence must have been maintained outside the customs territory of the Union for at least 12 months before the move. There is an exception when the intention to live outside the EU for 12 months or more is proven, and the official source itself cites the employment contract as accepted proof. Automobiles and sport aircraft declared as Übersiedlungsgut require proof that they were registered in the country of origin in the name of the person transferring residence, for example by means of a certificate from the competent authority. We advise on obtaining the certificate and fitting it into the timeline, with management by One Moving, for your convenience.
Zoll (Generalzolldirektion)
The customs declaration for Übersiedlungsgut is made on Form. 0350 and must always be submitted in writing. Supporting documents, including those of the transfer of domicile, may be sent electronically, as a scanned document, by e-mail or DE-Mail to the customs office. The completion and filing are managed by One Moving, for your convenience.
Clearance as exempt Übersiedlungsgut is only possible within 12 months after the transfer of habitual residence to Germany. Goods may enter in separate shipments, provided the total period is not exceeded.
The goods may only be used at the new domicile for the same purposes as before, and must be strictly non-commercial in nature. The Zoll does not impose numerical restrictions on type or quantity, but this absence of commercial purpose must be clear in the declaration.
Presentation of documentation at the port of entry, normally Hamburg or Bremerhaven, monitoring of the release and transport of the cargo to the final address, with unpacking and assembly of the furniture.
The goods remain under customs supervision and, for 12 months counted from the acceptance of the application, cannot be transferred to another person — specifically they cannot be loaned, pawned, rented, sold or donated. In case of violation, the exemption is cancelled, a customs debt arises and the taxes are charged retroactively, independently of other criminal or administrative sanctions.
This is the least known obligation on the route. If you change address within the 12 months of Zweckbindung, it is mandatory to notify the supervising customs office in advance of the intention to move and the new address. It is not an optional formality: omission can be treated as a violation of Zweckbindung.
Vehicles registered in a third country and released in German customs as Übersiedlungsgut are subject to the German vehicle tax, in accordance with the Kraftfahrzeugsteuergesetz. The law provides no exemption, not even for the journey to the place of registration in Germany: the driver files the tax declaration at border customs, the tax is payable immediately on site, and after payment the customs authority issues a tax card with a receipt as proof.
It is possible to import goods before establishing residence in Germany, provided the beneficiary undertakes to establish domicile in the customs territory of the Union within six months. This possibility requires the provision of a guarantee (Sicherheit) to the customs. It is a rarely publicised alternative and useful for those who need the move to arrive before the contract begins.
Goods recognised as Übersiedlungsgut are exempt from the import turnover tax (Einfuhrumsatzsteuer), based on § 1, paragraph 1, of the Einfuhrumsatzsteuer-Befreiungsverordnung. The exemption does not cover any excise taxes (Verbrauchsteuern).
The official list excludes alcoholic products, tobacco and tobacco products, commercial means of transport and professional-use items that are not portable instruments of applied or liberal arts. Weapons, ammunition and protected species remain subject to authorization or prohibition, as with any entry from a country outside the EU.

These timelines are door-to-door: they include collection and packing at the origin residence, cargo consolidation, waiting for the ship's departure window, the crossing, customs clearance at both ends and final delivery with furniture assembly. They should not be compared with port-to-port times published by shipping lines, which cover only the sailing time.
Übersiedlungsgut is the official German term for goods transferred on a change of residence. The exemption is provided for in Article 3 et seq. of Regulation (EC) No. 1186/2009, in German Zollbefreiungsverordnung. It benefits the natural person who transfers their habitual residence to the customs territory of the European Union and covers household goods and personal effects, furniture, private vehicles, domestic provisions in normal quantity, domestic and saddle animals and portable professional instruments.
Form. 0350, called Zollanmeldung für die Überführung von Übersiedlungsgut in den zollrechtlich freien Verkehr zur besonderen Verwendung. The declaration must always be made in writing. Supporting documents, including those related to the transfer of residence, may be sent electronically, as a scanned document, by e-mail or DE-Mail to the customs office. We carry out this stage with the accredited agents of our network in Germany.
There are five cumulative conditions. The beneficiary must be an individual transferring their habitual residence to the customs territory of the Union. The habitual residence must have been maintained outside that territory for at least 12 months before the move. The goods must effectively belong to the beneficiary and, in the case of non-consumable goods, must have been used by them for at least 6 months in the country of origin. The goods may only be used at the new domicile for the same purposes as before. And exempt customs clearance is only possible within 12 months after the transfer of residence.
Not necessarily. The Zoll admits exceptions when the beneficiary proves that they intended to live outside the European Union for 12 months or more, and the official source expressly cites the employment contract as accepted proof. In other words, a contract that provided for a longer period, later interrupted by circumstance, can support the request. It is a point that requires well-prepared documentation, and it is where we act before shipment.
Yes. The Zoll expressly allows goods to be imported in separate shipments, provided that the total period of 12 months after the transfer of residence is not exceeded. In practice, this allows structuring the move with one part by air, for what you need in the first weeks, and the remainder by sea, without losing the exemption on any of the shipments.
Yes. It is possible to import the goods before establishing residence, if the beneficiary undertakes to establish domicile in the customs territory of the Union within six months. This anticipation requires the provision of a guarantee, called Sicherheit, to the customs. It is a possibility provided for in the regulation that almost no company discloses, and that solves the case of those who want the house already furnished on arrival.
Yes, if the move occurs within the 12 months of Zweckbindung. It is the most forgotten obligation on this route, and failure to comply with the rules of Zweckbindung cancels the exemption, with retroactive collection of taxes.
Private vehicles of any kind are included in the list of eligible goods, including bicycles, motorcycles, private cars and trailers, camping caravans, recreational boats and private aircraft. There are two points of attention. It is necessary to prove that the vehicle was registered in Brazil in your name, for example by means of a certificate from the competent authority. And the vehicle is subject to the German vehicle tax, the Kraftfahrzeugsteuer, payable immediately at border customs, with no exemption even for the journey to the place of registration. Afterwards, there is an obligation to register the vehicle with the local licensing authority, with guidance in form 3832.
Yes. The official list of eligible goods includes domestic animals and saddle animals. The Übersiedlungsgut is the customs treatment of the entry; sanitary requirements, microchip, rabies vaccination and veterinary certificate are a separate process, which our pet department conducts in parallel with the move of the goods.
