Before leaving Brazil, it is possible to request the certificate of change of residence at the French consulate of your jurisdiction. It is the document that proves to French customs the effective transfer of residence, and we arrange the application with the consulate.
French customs requires a detailed, estimated, dated and signed inventory, in two copies, of all movable goods and objects to be transferred. One of the copies is returned visa-stamped by customs and serves as proof of the regime. All preparation of the inventory is done by our team during packing and managed by One Moving, for your convenience.
Registration of the exit of the goods with the Receita Federal do Brasil (Brazilian Federal Revenue Service), carried out by a customs broker, and issuance of the transport document in the name of the owner of the goods, indicating the number of packages shipped. Invoices, income tax return or tax notice, employment contract, residence card or relocation order, as applicable. It is the Déclaration d'entrée en France en franchise de biens personnels en provenance de pays tiers, completed and signed. It is the document that formalizes the request for customs duty relief on the entry of the goods into France. The completion and filing are managed by One Moving, for your convenience.
The customs duty relief requires a formal commitment not to sell, rent, lend or pledge the goods for a period of one year counted from entry into France.
Upon release of the move, customs returns the endorsed inventory and issues certificate 846 A, indispensable for registering the vehicle in the regular series in France. This is the requirement that differentiates France from other European routes. French customs determines that personal goods must have borne the customs and tax charges in the country of origin or dispatch to be entitled to the relief. Goods acquired under any exemption regime are excluded.
Importation can be made in one or several shipments, but the inventory submitted in the first shipment must list all the goods for which customs duty relief is requested. Those who omit items from the first list lose the relief on the items left out, and this is the most costly mistake on the route.
Goods intended to furnish a secondary residence or vacation home are not admitted with customs duty and VAT relief. In that case customs duties, VAT and any complementary taxation apply to the entirety of the move, and customs requests the transport and insurance invoice, because the declared value becomes the basis for taxation.
The conditions are cumulative: having resided in a country outside the European Union for at least 12 months, transferring the main residence to France, owning the goods for at least 6 months with prior private use and importing them within 12 months after settling.
In addition to alcoholic beverages and tobacco, the customs duty relief excludes utility-type means of transport, mixed-use vehicles, transportable dwellings such as mobil-home and caravan, professional-use materials that are not portable instruments, and stocks of raw materials or finished products.

It is necessary to provide the exact list of the goods and their value, and customs also requests the transport and insurance invoice, because the total declared value serves as the basis for the calculation of the customs value.
Yes, it is highly recommended. Before leaving Brazil it is possible to request the certificat de changement de résidence at the French consulate of your jurisdiction. It performs on the France route the same role that the Certificado de Bagagem performs on the Portugal route: it proves to customs the effective transfer of residence. Requesting it after you are already in France makes the process much more difficult.
