Dutch customs requires a signed inventory listing all personal goods to be transported. It is not a formality for us: it is a document that is included in the exemption declaration. We compile this list volume by volume, with description and acquisition date, already in the format that the Douane accepts. Douane — Customs Administration of the Netherlands
This is the central point of the route. Dutch customs is explicit in stating that the customer cannot register this declaration independently: the request must be made by the moving company, through the customs declaration system, with a specific exemption code. We coordinate this registration with our accredited agent in the Netherlands.
Proof of registration in the municipal personal records database of the municipality where you will live. The document must demonstrate that you established residence in the Netherlands and on what date this occurred, because that date starts the import deadline. If municipal registration has not yet been issued, the Douane accepts the proof of de-registration in the country of departure accompanied by one of these documents: employment contract, employer statement, work permit, or lease agreement or mortgage certificate of the destination property. We indicate exactly which documents to gather and organize the file: One Moving manages this stage for your convenience.
Vehicles require a separate import declaration, also filed by the moving company, accompanied by a copy of the registration certificate and the purchase or ownership certificate. The completion and filing of this declaration are managed by One Moving, for your convenience.
Dutch customs is literal on this point: the exemption declaration cannot be registered by the customer. It needs to be made by the moving company, through the Douane’s declaration system, with a specific exemption code. This is not a matter of convenience or time-saving. Without an authorized company conducting the registration, the exemption request simply does not exist from customs’ point of view, and the move is entered as taxed.
The customs duty relief requires having lived outside the European Union for at least 12 consecutive months and having owned and used the goods for at least 6 months before the move. The goods also need to continue to be used by you at the new residence. That is why the inventory records the acquisition date of each item: it supports the 6-month requirement before the Douane.
The goods must be imported within 12 months after you establish residence in the Netherlands or in another European Union country. After import, a second 12-month period begins: during this period the goods may not be lent, pawned, leased or transferred. These are two distinct 12-month periods, one before and one after customs clearance, and confusing them is the most common mistake on this route.
A vehicle requires a separate import declaration. If it obtains exemption from import duties, you can also request exemption from the BPM, the Dutch tax on cars and motorcycles, via the form Aangifte/melding/opgaaf bpm, question 9a, attaching a copy of the import declaration with the exemption code. These are two sequential benefits: customs first, BPM second. Losing the first makes the second unfeasible, and the BPM is expensive.
The Douane itself records flexibility: if you do not yet have all documents, such as municipal registration, the moving company can, under certain conditions, request the relief anyway, provided the documents are sent as soon as possible. This matters because many Brazilians arrive in the Netherlands with the shipment already in transit and municipal registration pending. We assess this scenario during planning, before shipment.
The relief does not cover products that contain alcohol, tobacco and tobacco products, commercial vehicles and non-portable professional equipment. It is worth checking these items in the inventory before shipment, because their presence does not invalidate the entire move, but results in taxation on the excluded portion and delays in customs clearance in Rotterdam.

You need to transfer your normal residence from a country outside the European Union to the Netherlands, have lived outside the Union for at least 12 consecutive months, have owned and used the goods for at least 6 months, resume using those goods at the new residence, import the goods within 12 months after establishing residence and not lend, pawn, lease or transfer the goods during the 12 months following import. All requirements are cumulative.
