The right customs duty relief model: with or without a security deposit

Italy works with two different forms, and the choice changes the cost of the operation. Those who already have the residence formalized use Mod. F-01 A, without a security deposit. Those who are still in process use Mod. F-01 B, which requires a security deposit until regularization. The customs duty relief follows articles 3 to 11 of Regolamento (CE) nº 1186/2009 and Decreto nº 489/1997, with 6 months' possession, previous residence of 12 months outside the EU and a restriction on transferring the goods for 12 months. We analyze your residence status before shipment to indicate the form that avoids the security deposit.

What is included within this timeframe

The times above are door-to-door and include collection and packing at the origin residence, cargo consolidation, waiting for the ship’s departure window, the crossing, customs clearance at both ends and final delivery with furniture assembly. We publish it this way because it is the timeframe you actually experience. Port-to-port times published by carriers may seem shorter because they only cover sailing time, without customs, collection or delivery.

    Declaration of export of goods

    Export registration of unaccompanied baggage, conducted by our in-house team in Brazil, with issuance of the bill of lading in the name of the owner. One Moving hires and coordinates the customs broker and oversees the release from end to end, for your convenience.

    Detailed inventory of the goods

    Complete list of goods, volume by volume, with description and estimated value. It is the document that instructs the customs duty relief application presented to the Agenzia delle Dogane. All preparation is carried out by our team during packing and managed by One Moving, for your convenience.

    Proof of possession and use for at least 6 months

    Italian customs duty relief requires that the goods have been owned and used by you at your previous residence for at least 6 months prior to the cessation of that residence. We record this information on the inventory, because it is one of the two central requirements of the regime.

    Mod. F-01 A or Mod. F-01 B, according to the stage of residence

    Customs duty relief is requested via Mod. F-01 A, for transfer of residence without a guarantee, when you can already prove Italian residence. If the process at the comune is still underway, Mod. F-01 B is used, with a guarantee, which allows immediate release of the cargo upon provision of a security deposit returned when the residence is formalized. We identify the correct form and carry out the filing: One Moving manages this procedure for your convenience.

    Proof of residence outside the EU for 12 uninterrupted months

    You must demonstrate residence outside the customs territory of the European Union for an uninterrupted period of at least 12 months. We compile the documents that prove this period with you, because it is the entry requirement of the regime.

    Proof of residence in Italy

    For duty relief without a guarantee you must present a substitute declaration of the residence certificate or a copy of the residency application at the comune, accompanied by a rental or purchase contract of the property, or an employment contract. We indicate exactly which documents to gather and organize the dossier, with One Moving managing it, for your convenience.

    Vehicle registration document abroad

    If there is a car or motorcycle in the move, it is necessary to present a copy of the foreign registration document proving its use for at least 6 months before the transfer. The completion and filing of this documentation are managed by One Moving, for your convenience.

    Separate declaration for alcohol and tobacco

    Alcoholic products, tobacco and derivatives are not covered by the customs duty relief for relocations. Also excluded are vehicles intended for commercial use and materials for professional use, except for portable instruments of mechanical trades or of liberal professions. We identify these items in the inventory before shipment, and the screening is managed by One Moving for your convenience.

Shipping before initiating residence at the comune is the most costly mistake

The most common and most costly mistake made by Brazilians moving to Italy is sending the cargo before starting the formal residence process at the comune, or without having the rental or purchase contract in hand. Without these documents, the customs authority requires full payment of duties or a heavy financial guarantee, and the container accrues port storage costs while bureaucracy is resolved. The planning of the move starts with residence, not with freight.

Two forms, two situations: F-01 A and F-01 B

This is the peculiarity most specific to Italian customs and a point where experience makes a concrete difference. If you can already prove residence, Mod. F-01 A is used, without a guarantee. If the process at the comune is still underway, which is common because the Italian procedure is slow, the customs allow immediate clearance by Mod. F-01 B, upon provision of a security deposit which is returned when the residence is formalized. Knowing which route to use avoids weeks of cargo being held.

Six months of possession and 12 months outside the EU

Italy requires two cumulative conditions. The goods must have been owned and used by you at the previous residence for at least 6 months before the termination of that residence. And you must have resided outside the customs territory of the European Union for an uninterrupted period of at least 12 months. Both must be documented before shipment.

You cannot dispose of the goods for 12 months

Goods imported under customs duty relief may not be lent, pledged, rented or otherwise transferred, for consideration or free of charge, for 12 months from the date of importation, without prior notification to customs. It is worth considering this when deciding what to bring: furniture that you already plan to replace upon arrival will be subject to this restriction.

Twelve months to bring, in as many shipments as you wish

Importation under customs duty relief can be made in multiple shipments, but all must occur within 12 months from the date you established normal residence in Italy. It is a reasonable and more flexible window than that of other countries, which allows splitting the move when it makes logistical sense.

Voltage: Italy uses 230 V, with plugs L, F and C

Italy operates at 230 V and predominantly uses plug type L, while many sockets also accept types F and C. For those coming from Brazilian regions at 127 V, motorized equipment, such as washing machines and dryers, do not operate adequately with simple adapters. We evaluate item by item in the inventory.

FAQ Brazil — Italy

The most frequent doubts on the route, answered based on the official rule.

By sea transport, the transit time is 40 to 60 days, and by air, 15 to 30 days. These times are door-to-door: they include collection and packing at your residence in Brazil, cargo consolidation, waiting for the vessel's departure window, the crossing, customs clearance at both ends and final delivery in Italy with furniture assembly. They should not be compared with port-to-port times published by shipping lines, which cover only the sailing time.

If you have resided outside the customs territory of the European Union for at least 12 uninterrupted months and the goods were owned and used by you for at least 6 months prior to the cessation of the previous residence, the move is eligible for customs duty relief. The basis is Regulation (EC) No. 1186/2009 and the Decree of the Minister of Finance No. 489/1997. Alcohol, tobacco and materials for professional use are excluded from the relief.

Mod. F-01 A is the duty relief application without a guarantee, used when you can already prove Italian residence by a substitute declaration of the residence certificate or a copy of the comune residence application, with a rental, purchase or employment contract. Mod. F-01 B is the application with a guarantee, used when the formal residence is still being processed: the customs authority releases the cargo immediately upon provision of a security deposit, which is returned when the residence is formalized. Knowing which to use is what prevents cargo from being held at the port, and we identify this before shipment.

Ideally the process at the comune should already be initiated and you should have the rental or purchase contract for the property. Shipping without any of that is the most costly mistake on this route, because the customs authority will require full payment of duties or a heavy guarantee, while the container accumulates storage fees. If the residence has not yet been formalized, there is the option of Mod. F-01 B with a security deposit, but it needs to be planned, not improvised.

Importation under customs duty relief must occur within 12 months from the date on which you established normal residence in Italy. The relief allows multiple shipments within that same period, which provides flexibility to split the move when it makes logistical sense.

Yes. Private cars and motorcycles are included in the customs duty relief, provided they were used in the country of origin for at least 6 months before the transfer. A copy of the foreign registration document proving this use must be presented. We handle this documentation together with the duty relief application, and we assess with you whether the operation makes economic sense in the specific case.

Not included in the customs duty relief. Alcoholic products, tobacco and derivatives are expressly excluded from the moving goods regime in Italy. Commercial means of transport and materials for professional use are also excluded, except portable instruments of mechanical arts or liberal professions. We review the inventory with this filter before shipment.

Yes, with a lengthy protocol. Dogs, cats and ferrets arriving from Brazil require a microchip; a valid rabies vaccination administered after the microchip, with at least 21 days' lead time for the first dose; and rabies antibody titration in a laboratory recognized by the European Union, with sampling performed at least 30 days after vaccination. The animal may only travel 3 months after the date of the sample if the result is favorable. An official health certificate pursuant to Annex IV of Regulation (EU) 577/2013, issued by an official veterinarian, is required. Therefore preparation starts months before the flight, conducted by our pet department. We have already transported over 1,000 animals.

In Brazil, collection, packing and export documentation are carried out by One Moving's own team. In Italy, the application for customs duty relief via Mod. F-01 A or F-01 B, the customs clearance with Agenzia delle Dogane, final delivery and assembly are executed by accredited agents in our international network, under supervision of our team.
