The Norwegian exemption for removal goods depends on two requirements that must be proven by document, not by declaration: you must have resided at least 12 months outside Norway and have owned and used the goods for at least 12 months before the move. Everything is declared on the RD-0030 form of Tolletaten (Norwegian Customs). We assemble this dossier during packing, with the dated inventory, because it is the absence of proof of possession that usually converts the exemption into taxation with 25% VAT.

Port-to-port times published by carriers may seem shorter because they only cover sailing time, without customs, collection or delivery.

    Declaration of export of goods

    Export registration of unaccompanied baggage, conducted by our in-house team in Brazil, with issuance of the bill of lading in the name of the owner. One Moving hires and coordinates the customs broker and oversees the release from end to end, for your convenience.

    Detailed inventory of the goods

    Complete list of goods, volume by volume, with description and estimated value. It is the document that instructs the Norwegian declaration, and in it the non-exempt items must be highlighted from origin. All preparation is done by our team during packing and managed by One Moving, for your convenience.

    Proof of residence in Brazil for at least one year

    The Norwegian exemption requires continuous residence abroad for at least 12 months before the move. We assemble with you the documents that demonstrate this period, because it is the entry requirement of the regime.

Entry into Norway

Tolletaten — Norwegian Customs

    Signed Form RD-0030

    The declaration of household goods in Norway is made using the official form RD-0030, the "Innførsel av flyttegods". It must be presented to Tolletaten upon arrival via the red channel. If you are not present at the time of customs clearance, the carrier must carry a power of attorney and the form already signed by you. We complete the RD-0030, prepare the power of attorney, and present it to customs: the entire process is managed by One Moving for your convenience.

    Norwegian identification number or TRK-nummer

    Without a local identification number, the customs broker cannot register the declaration in the Norwegian system. You need a personnummer or D-nummer and, if you do not yet have them on arrival, it is necessary to request a TRK-nummer, the customer number registered with customs. We identify this pending item in the initial analysis and guide the request, managed by One Moving, for your convenience.

    Proof of possession and use of the goods abroad

    The goods must have been owned and used during your stay abroad and must continue in use in Norway. The rule does not set a number of months of prior possession, but requires effective use. We record this information in the inventory to support Tolletaten's analysis.

    Highlight of non-exempt items

    Food, alcoholic beverages, tobacco, plants and professional equipment are not exempt under the Norwegian moving regime and must be declared separately. We identify these items in the inventory before shipment, because correct declaration at origin prevents penalties on arrival. This screening is managed by One Moving, for your convenience.

You need an identification number for customs clearance

This is the most specific particularity of Norway and the one that surprises Brazilians the most. Without a personnummer or D-nummer, the customs broker simply cannot register the import declaration in the Tolletaten system. Those who arrive before obtaining civil registration must request a TRK-nummer, the customer number registered with customs. It is a simple measure, but it needs to happen before the cargo arrives, not after.

One year of continuous residence abroad is a requirement

The Norwegian exemption requires continuous residence abroad for at least 12 months before the move. It is an entry requirement, not a formality. Those who do not meet this period have a different situation that needs to be structured differently, and we assess this before any quote.

Vehicles and alcohol are the most costly mistake on the route

Motor vehicles do not have exemption under the moving regime. When importing a car as a private individual, you pay 25% VAT to Tolletaten (Norwegian Customs), plus the vehicle import tax to Skatteetaten (Norwegian Tax Administration), calculated based on emissions, and you also need approval and registration with Statens vegvesen (Norwegian Public Roads Administration). Alcoholic beverages and tobacco are also excluded from the exemption and may only enter within the traveler's allowance if you travel together with the shipment. Including stock of alcohol in the container is one of the quickest ways to turn a smooth move into a detained shipment with surprise costs.

The shipment must arrive within one year after the move

Goods must be imported within a reasonable time and, at most, up to 1 year after your move to Norway. The window is more generous than that of several other destinations, but it still needs to be respected, and shipment planning takes this deadline into account.

Professional equipment is not exempt

Norway separates household goods from occupational equipment. Tools, machines and instruments linked to your professional activity do not fall under the moving exemption and must be declared. For those moving for work and intending to bring their own equipment, this needs to be sized in the quote from the start.

Food, plants and weapons are subject to specific rules

Food is not exempt and is subject to the rules of Mattilsynet (Norwegian Food Safety Authority). Plants also have sanitary restrictions. Weapons require permission from the Norwegian police. These are items that frequently appear in moves and that require specific handling, reviewed in the inventory before shipment.

The most frequent doubts on the route, answered based on the official rule.

By sea transport, the timeframe is 45 to 65 days, and by air, 15 to 30 days. These times are door-to-door: they include collection and packing at your residence in Brazil, cargo consolidation, waiting for the ship's departure window, the crossing, customs clearance at both ends and the final delivery in Norway with furniture assembly. They should not be compared with port-to-port times published by carriers, which cover only sailing time.

If you have resided abroad continuously for at least 1 year and the goods were owned and used during that stay, the move is exempt from customs duties and VAT, based on Tollavgiftsloven § 6-2, Tollavgiftsforskriften § 6-2-1, Merverdiavgiftsloven § 7-3 and Merverdiavgiftsforskriften § 7-3-2. You can import, but not with exemption. Vehicles do not fall under the moving regime. The Norwegian tax burden on vehicles is one of the highest in Europe, and therefore this is one of the most expensive mistakes on the route when not planned. Not exempt. Alcohol and tobacco are excluded from the moving regime and can only enter within the traveler's allowance if you travel together with the cargo. Including stock of alcoholic beverages in the container believing it falls under the general exemption is an expensive mistake, because Norwegian taxation on alcohol is high and the cargo may be detained. We review the inventory with this filter before shipment.

Yes, and the animal can enter duty-free as part of the move, provided you have lived abroad for at least 1 year and it is your property. The pet must be listed on the RD-0030 and declared in the red channel. The Mattilsynet sanitary requirements for Brazil include an ISO 11784/11785 standard microchip, rabies vaccine administered after microchipping with the animal being at least 12 weeks old, an antibody titration test collected at least 30 days after the vaccine and not less than 3 months before entry, treatment against Echinococcus multilocularis for dogs between 24 and 120 hours before entry, and an official health certificate. Entry of animals from third countries is only permitted via Oslo Gardermoen airport or via Storskog, with 48 hours prior notification. It is one of the longest protocols we operate, and therefore pet preparation starts months before the flight, conducted by our pet department. We have already transported more than 1,000 animals.

You can bring, but occupational or professional equipment is not exempt in Norway and must be declared separately. Norwegian legislation clearly separates household goods from items linked to professional activity. For those who move for work and intend to bring their own equipment, we size that in the quote from the start so it does not appear as a surprise cost.

In Norway, the completion and submission of the RD-0030, the customs clearance with Tolletaten, the final delivery and assembly are executed by accredited agents of our international network, under supervision of our team.
