Panama grants the exemption of household goods and personal effects based on Article 216 of Cabinet Decree No. 41/2002, but it is not automatic: it depends on a request addressed to the Autoridad Nacional de Aduanas, with proof of immigration status, domicile in the country and that the goods are used and for household use.     The regulation covers furniture and other used household goods and personal effects. Panamanian legislation does not set a number of months of prior ownership, but requires that items be used. We record this information in the inventory to support the customs analysis.

    If you are moving as permanent staff of a Multinational Company Headquarters, there is a specific path: the Solicitud de Certificación TC-RG-001, issued by the Ministry of Commerce and Industries for customs management, with specific benefits including for vehicles. The ceiling of B/. 25,000.00 in customs value

This is the particularity that defines the Panama route and the most costly mistake for those who move there. Article 216 of Cabinet Decree No. 41 grants a foreigner who proves domicile in the country the right to introduce furniture and used household goods and personal effects up to B/. 25,000.00 of customs value without payment of taxes. Amounts exceeding that sum are taxed. Those who move with high-value goods and do not prepare an adequate inventory and valuation discover this at customs, not in the quote.

The exemption requires permanent relocation, not temporary return

Panamanian regulation is explicit in excluding the exemption for temporary returns that do not constitute a permanent relocation. It is not enough to have a tie to the country: you must demonstrate domicile and an actual transfer of residence. We structure the documentation with this focus, because it is the point that customs examines.

Vehicles: specific and restrictive rule

Exemption for vehicles in Panama depends on your migratory status. For foreign personnel covered by the Visa de Personal Permanente de Sede de Empresa Multinacional, there is total customs duty relief for one family personal-use vehicle, granted once every two years. Members of the Panamanian foreign service returning to the country also have their own provision. For ordinary foreigners, without SEM visa or diplomatic status, there is no confirmed exemption, and vehicle importation must be treated as a separate and taxable operation.

The SEM regime changes the entire operation

If your move occurs as a transfer within a multinational with a regional headquarters in Panama, it is worth checking the SEM regime qualification before anything else. It has its own procedure, with certification from the Ministry of Commerce and Industries, and benefits that do not exist for the ordinary foreigner, including for vehicles. We perform this verification during the initial analysis.

Pets require broad vaccination and prior notice

Panama goes beyond rabies. For dogs, vaccination is also required against distemper, hepatitis, leptospirosis and parvovirosis; for cats, against feline rhinotracheitis, calicivirus and panleukopenia. The zoosanitary certificate must be apostilled or consularized, issued no more than 30 days prior, and there is a prior notification of 3 to 5 business days to MINSA and MIDA. If strict home quarantine is required, there is a cost of B/. 130.00.

Voltage: Panama uses 110 V, similar to much of Brazil

Panama operates on 110 V, with A and B type outlets, voltage close to that of much of Brazil. It is one of the routes where appliances tend to operate without a transformer, although the Brazilian plug standard is different and some regions of Brazil operate on 220 V. Even so, we evaluate item by item, especially motorized equipment.

These times are door-to-door: they include collection and packing at your residence in Brazil, cargo consolidation, waiting for the ship's departure window, the crossing, customs clearance at both ends and final delivery in Panama with furniture assembly. They should not be compared with port-to-port times published by carriers, which cover only sailing time.

Yes, and it is the central point of this route. Article 216 of Cabinet Decree No. 41, of 2002, grants a foreigner who proves domicile in the country the right to introduce furniture and used household goods and personal effects up to B/. 25,000.00 of customs value without payment of taxes. Those moving as permanent personnel of a SEM have a specific procedure, with the Solicitud de Certificación TC-RG-001 issued by the Ministry of Commerce and Industries, and benefits that ordinary foreigners do not have, including for vehicles. Since Panama concentrates regional headquarters of multinationals, this is a verification we always carry out at the start of the analysis.

Yes, but the Panamanian protocol is broader than average. An apostilled or consularized Certificado Zoosanitario de Exportación is required, issued no more than 30 days prior. For dogs, vaccination against rabies, canine distemper, hepatitis, leptospirosis and canine parvovirus is required; for cats, vaccination against rabies, feline rhinotracheitis, calicivirus and panleukopenia. The rabies vaccine must be administered from 3 months of age and at least 30 days before the flight. Prior notification of 3 to 5 business days to the Ministry of Health and to the Ministry of Agricultural Development is required, and if strict home quarantine is mandated, a cost of B/. 130.00 applies. Transport of the animal is a process separate from the move of the goods and runs in parallel, conducted by our pet department. We have already transported more than 1,000 animals.
