Exclusive container or consolidation?

The break-even point is around 13 to 15 cubic meters. Below that volume, groupage tends to be more economical. Above it, an exclusive 20-foot container is normally cheaper and also shortens the transit time, because it avoids the consolidation and deconsolidation stages — which usually add up to 4 to 8 days.

    Signed inventory of goods

    Complete list of the goods that will leave the country, volume by volume, signed by the owner. The same inventory serves as the basis for the import declaration in Brazil, and it is Brazilian customs that define this format, which is why we prepare a single document already in the required format there. All preparation is done by our team during packing and managed by One Moving, for your convenience.

    Proof of deregistration in the municipal format

    The definitive departure from the Netherlands is communicated to the municipality where you live, with deregistration from the personal records database. The proof of this deregistration is the document that demonstrates the termination of your Dutch residence. We advise where and when to request it and we monitor its issuance: One Moving manages this step for your convenience.

    Verification of the 12-month linkage, when applicable

    If you entered the Netherlands with customs duty relief for a move less than 12 months ago, the goods are still subject to a restriction on being transferred. We check this situation before shipment, because it needs to be handled with the Douane and not at the port. All of this procedure is managed by One Moving, for your convenience.

    DSI — Simplified Import Declaration

    The move is declared in Siscomex through the DSI, registered by an authorized customs broker. It is our own team in Brazil that performs this registration and follows the customs clearance until release.

    Proof of residence abroad for more than 1 year

    The extended exemption for furniture and household goods requires proving effective residence abroad for more than 1 year. In enforcement practice, the proofs that support the clearance are the Declaration of Residence issued by the Brazilian Consulate of the city where you live and utility bills in your name, such as water, electricity, gas and internet. Documents such as Dutch municipal registration, lease agreement, employment contract and tax declarations compose the dossier as support, but do not prove residence in isolation: they attest authorization to reside, not effective residence. We indicate exactly which documents to gather and organize the dossier: One Moving manages this stage for your convenience.

    Passport with entry and exit stamps

    The passport is the document that materializes the date of your arrival in Brazil, and it is from that date that the legal deadlines for the move are counted. We collect the necessary copies before registering the DSI.

    Bill of lading and proof of ownership

    Bill of lading issued in the name of the owner of the goods and, for high-value items or those identifiable by serial number, proof of purchase demonstrating prior use abroad.

The legal window is 3 months before to 6 months after

Unaccompanied baggage must arrive in Brazil within a window that starts 3 months before and ends 6 months after your disembarkation in the country. Outside that window, the customs duty relief is lost and the move is treated as a regular import, with taxes applied. Because the sea transit on this route takes 45 to 60 days door-to-door, planning the shipping date must be done before purchasing your ticket, not after. One point that often causes confusion: this window allows the cargo to arrive before you, but customs clearance is only performed with the traveler already in Brazilian territory, because the Receita Federal do Brasil (Brazilian Federal Revenue Service) requires proof of your arrival to release the goods. Shipping earlier to save time does not work: the cargo arrives and remains idle, generating storage and demurrage. For that reason we align the shipping date with your disembarkation date, with the necessary slack.

Leaving the Netherlands before completing 12 months requires care

If you entered the Netherlands with a customs duty relief for household goods, the goods are subject, for the twelve months following importation, to a restriction against being lent, pledged, leased or transferred. Leaving the country within that period must be handled with the Douane before shipment. This is a frequent situation in shortened expatriation contracts and, if ignored, can generate retroactive assessment of Dutch taxes.

More than 1 year of residence abroad, documented

Tax exemption on importation requires proof of residence abroad for a period exceeding 1 year. Those who lived less than that do not lose the right to bring the move, but they lose the exemption. We assemble the proof dossier with you before shipment, gathering contracts, Dutch municipal registrations and evidence of ties, because it is that set that supports the request before Receita Federal.

Vehicles are excluded from the moving exemption in Brazil

There is an inversion here that surprises those who moved to the Netherlands taking their car. The Dutch rule admits the vehicle in the move, with a separate declaration and even the possibility of requesting an exemption from BPM. Brazilian rule, on the other hand, excludes motor vehicles from the unaccompanied baggage exemption. Bringing the car back is possible, but it is a distinct import operation, with its own taxes and requirements, and must be evaluated separately from the move.

Voltage: the Netherlands uses 230 V, Brazil uses 127 V or 220 V

The Dutch electrical system operates at 230 V with type C and F plugs. In Brazil the voltage ranges between 127 V and 220 V depending on the region, and the plug standard is the Brazilian one. Motor-driven appliances purchased in the Netherlands may not operate properly or may require a permanent transformer. We assess items one by one in the inventory, because often the freight for a large appliance costs more than buying an equivalent in Brazil.

New goods and items in commercial quantities are excluded

The exemption covers used household goods and personal effects. New items still in original packaging, or quantities suggesting commercial destination, may be taxed individually or held for verification. We review the inventory with you before shipment precisely to separate these cases and avoid delays in the release of the entire cargo.

Visits to Brazil cannot total more than 45 days

The Brazilian resident abroad may make occasional trips to Brazil without losing the exemption, provided that the total time of those visits does not exceed 45 days in the period of one year outside the country. Above that, the excess is not counted toward completing the minimum residence period, and it will be necessary to remain abroad longer to compensate. One important caution: this count admits exceptions, and specific situations — travel for health reasons, family bereavement, employer requirement, among others — may receive different treatment. If your visits to Brazil have approached this limit, do not conclude on your own that you have lost the exemption: a customs specialist evaluates your specific case before any decision about the move.

Departures from Rotterdam tend toward the lower end of the timeframe, as it is the largest port in Europe and has frequent sailings to South America.

Yes, and this is not our preference: it is not possible to conclude customs clearance before your arrival in Brazil. Receita Federal do Brasil (Brazilian Federal Revenue Service) requires, among the documents for clearance, proof of the traveler’s arrival in the country, and the right to the exemption is linked to your definitive arrival. The cargo can leave the Netherlands and arrive before you — the legal window allows up to 3 months in advance — but it will remain waiting at the port or airport until you arrive, with storage and demurrage accruing during that interval. That is why we schedule based on your arrival date, and not on the date when the house is ready to be packed.

Unaccompanied baggage must arrive within the window of 3 months before to 6 months after your arrival in Brazil. It is a strict deadline: outside it, the exemption is lost and the cargo is treated as a regular import, with taxes. As the crossing takes 45 to 60 days door-to-door, shipment must be planned before you set your flight date, and that is what we do at the start of the process.

The DSI is the Simplified Import Declaration, registered in Siscomex, the Receita Federal system, by an authorized customs broker. It is through the DSI that the move is declared and the exemption is requested. On this route, the DSI registration and all monitoring of the customs clearance are conducted by One Moving's own team in Brazil, without intermediaries, which is precisely the most sensitive end of a return move.

Proof is provided by a set of documents, and the hierarchy among them matters. The two pieces of evidence that actually support the customs clearance are the Residence Declaration issued by the Brazilian Consulate in the city where you live and utility bills in your name, such as water, electricity, gas and internet: these demonstrate actual residence at the address. Documents such as the municipal personal records registration, employment contracts, the rental contract or property deed, income tax returns filed in the Netherlands and health insurance documents are included in the dossier as supporting evidence, together with the passport showing entries and exits, but they do not, by themselves, prove residence, because they attest to authorization to reside and not the fact of having lived there. We assemble this dossier with you before shipment, because gathering documents abroad after you are already in Brazil is much more difficult.

They are two distinct consequences. On the Brazilian side, the tax exemption requires residence abroad for more than 1 year, so it does not apply: the move can arrive, but will be taxed. On the Dutch side, if you entered the country with customs duty relief for a move, the goods are subject to a transfer restriction for the 12 months following importation, and the departure must be handled with the Douane before shipment. We assess both ends before structuring the operation.

Not within the move exemption. Brazilian legislation excludes motor vehicles from the unaccompanied baggage exemption, unlike the Dutch rule, which admits the vehicle in the move and even allows requesting BPM exemption on entry. Bringing the car back is possible, but it constitutes a separate import operation, with its own taxes and requirements, and must be quoted independently from the household move.

It depends on the equipment. The Netherlands operates on 230 V with Type C and F plugs, while in Brazil the voltage varies between 127 V and 220 V depending on the region and the national plug standard is the Brazilian one. Equipment with a dual-voltage power supply, such as laptops and chargers, works without issue. Motorized appliances, such as washing machines and refrigerators, usually require a permanent transformer. We analyze item by item in the pre-move survey, because in many cases the freight is not cost-effective.

Yes. Animal transport is a process separate from the move of the goods, with its own requirements of microchip, rabies vaccination, international veterinary certificate and compliance with Brazil’s entry rules. Our pet department conducts this process in parallel with the move, with the documentation synchronized to your flight dates. We have already transported more than 1,000 animals.

The exemption covers used household goods and personal effects. Excluded are motor vehicles, new goods in original packaging, items in quantities suggesting commercial destination, as well as perishable foods, plants and animal-origin products subject to sanitary control. We review the inventory before shipment to separate these cases, because a single poorly declared item can detain the entire cargo at the port.
