What is included within this timeframe

The times above are door-to-door and include collection and packing at the origin residence, cargo consolidation, waiting for the ship’s departure window, the crossing, customs clearance at both ends and final delivery with furniture assembly. We publish it this way because it is the timeframe you actually experience. Port-to-port times published by carriers may seem shorter because they only cover sailing time, without customs, collection or delivery.

    Baggage Certificate

    It is the central document for the route, issued by the Consulate-General of Portugal for your area of residence in Brazil. It allows transport of household goods and personal effects with VAT exemption in Portugal. We prepare the application and organize the entire dossier.

    List of goods in three copies, with serial number

    The list must be signed and contain quantities, brands and models, and electro‑electronic appliances must include the serial number. The total number of items must appear at the end of the list. It is the basis of the Baggage Certificate and the insurance. The complete preparation of the list is carried out by our team during packing and managed by One Moving, for your convenience.

    Declaration with two witnesses recognized and apostilled

    Statement in three copies with parentage, date of birth, place of birth, marital status and address, attesting on honor the date of transfer of residence, the address in Portugal, that there is no furnished dwelling at the destination and that the goods have belonged to the applicant for more than 1 year. Requires signature of two witnesses, all notarized and apostilled. We prepare the drafts and guide each step of notarization and apostille: the entire procedure is managed by One Moving, for your convenience.

    Export declaration and bill of lading

    Registration of the exit of the goods with the Receita Federal do Brasil (Brazilian Federal Revenue Service), carried out by a customs broker, and issuance of the transport document in the name of the owner of the goods, with the number of packages shipped. One Moving contracts and coordinates the customs broker and monitors the release end to end, for your convenience.

Entry into Portugal

Tax and Customs Authority (AT)

    NIF — Portuguese Tax Identification Number

    The Portuguese tax number is a practical prerequisite for customs clearance and can be obtained as a consular act at the consulate itself, before the move. Without a NIF, the process in Portugal does not progress. We advise on obtaining it at the right time in the schedule, with accompaniment by One Moving, for your convenience.

    Residence Visa

    For citizens of countries outside the European Union, a Residence Visa for Portugal is required, when applicable. For Brazilian citizens, a copy of the passport and the RG must also be presented.

    Residence Permit or Registration as a Citizen of the European Union

    A copy of the document proving legal residence status in Portugal must be presented, according to nationality. For non-Portuguese and non-European Union nationals, this is the Residence Permit in Portugal, issued and approved by AIMA — Agência para a Integração, Migrações e Asilo. Attention to one point that blocks processes: temporary or provisional authorizations will not be accepted for the importation of the move when the customs procedure requires a definitive residence authorization. For non-Portuguese persons who are citizens of the European Union, it is the Certificate of Registration of a Citizen of the European Union, issued by the respective Câmara Municipal.

    Certificate of Residence from the Parish Council

    Obtained at the Parish Council corresponding to the residence address in Portugal, the certificate must indicate the start date of residence at that address. That date must be later than the date of transfer or cancellation of residence indicated on the consular certificate, when applicable. It is a coherence of dates that customs verifies, and for that reason we organize the sequence of documents together with you.

    Customs clearance in Sines, Leixões or Lisbon

    Presentation of the Baggage Certificate and documentation to the Tax and Customs Authority at the port of entry, with supervision of the release. Conducted by our own team in Portugal.

    Final delivery and assembly

    Transport of the cleared cargo to the final address, unpacking and assembly of the furniture, carried out by Premier International Movers' own team, a group company in Portugal.

The Baggage Certificate also applies to foreigners

Many people assume it is an exclusive benefit of Portuguese citizens and end up paying VAT unnecessarily. The right is extended to foreigners relocating to Portugal, provided they have already obtained the respective visa.

New goods are not included in the exemption

Items without clear signs of use are excluded from the Baggage Certificate. Invoices with an issuance date older than one year are accepted as a presumption of use. Buying new furniture to take on the move usually costs more than it seems.

1 year of residence in Brazil for VAT exemption

The required period of residence in a third country for VAT exemption is at least 1 year. The customs regime requires possession of the goods for at least 6 months, but the declaration required by the consulate asks the applicant to attest ownership for more than 1 year.

The car has its own procedure, separate from the household goods.

The automobile is not included in the Baggage Certificate. Exemption from the Vehicle Tax requires a Request for Exemption using model 1460.1 and a Vehicle Customs Declaration processed on the Portal das Finanças, in addition to proving ownership for at least 6 months and residence in the country of origin for the same period.

Beverages, food and tobacco are excluded

Alcoholic or non-alcoholic beverages, foodstuffs in general, tobacco and tobacco-based products, commercial means of transport and goods acquired with any customs or tax exemption cannot be included in the Baggage Certificate.

FAQ Brazil — Portugal

The most frequent doubts on the route, answered based on the official rule.

By sea transport, the transit time is 40 to 60 days, and by air, 15 to 30 days. These times are door-to-door: they include pickup and packing at the origin residence, cargo consolidation, waiting for the vessel's sailing window, the crossing, customs clearance at both ends and the final delivery with furniture assembly. They should not be compared with port-to-port transit times published by carriers, which cover only the sailing time.

The central document is the Baggage Certificate, issued by the Consulate-General of Portugal in the applicant's area of residence in Brazil. It is what guarantees the transport of household goods and personal effects with VAT exemption in Portugal. To obtain it, a request addressed to the Consul-General must be submitted indicating the place of disembarkation of the baggage, the list of goods in three copies with quantities, brands, models and serial numbers of electronic devices, and a declaration in three copies signed by two witnesses, all with notarization and apostille.

Yes. The Baggage Certificate was created for Portuguese citizens who lived and worked in Brazil for at least 12 consecutive months and return permanently to Portugal, but the right is expressly extended to foreigners relocating to Portugal, provided they have already obtained the respective visa. This is one of the least known pieces of information on the route, and the lack of knowledge causes many Brazilians to pay VAT on their own relocation unnecessarily.

Not with exemption. New goods, understood as objects without clear signs of use, cannot be included in the Baggage Certificate. Invoices dated more than 1 year earlier are accepted as presumption of use. In practice, buying furniture or appliances new shortly before shipping the relocation tends to generate taxation, and it is usually more advantageous to buy in Portugal.

Excluded are beverages, alcoholic or not, foodstuffs in general, tobacco and tobacco-based products, commercial means of transport, professional-use materials — except the applicant’s portable mechanical or professional instruments — goods acquired with any customs or tax exemption and new goods. Personal goods are considered the household furnishings, domestic and riding animals, and the applicant’s portable professional instruments.

The automobile is not included in the Baggage Certificate; it has its own procedure. Exemption from Vehicle Tax requires that the interested party be over 18 years old, owner of the vehicle for at least 6 months counted from the date of issuance of the ownership document, have resided in the country of origin for at least 6 months and transfer residence to Portugal. In Portugal, the Request for ISV Exemption using model 1460.1 and the Vehicle Customs Declaration, processed electronically on the Portal das Finanças, are submitted accompanied by the registration certificate, title of ownership registration, official residence certificate authenticated by the consular post and proofs of everyday life in the country of origin.

Yes, in practice the Portuguese Tax Identification Number (NIF) is a prerequisite for the process. The NIF is offered as a consular act by the Portuguese consulates in Brazil, which allows it to be obtained before the shipment of the move. Without the NIF, customs clearance in Portugal and subsequent acts, such as vehicle procedures, do not proceed.
